Where can you get 5.0 Scroll of Transcendence? UOGuide says spawns only give 0.6 to 1.0. The same thing can be said on stratics:

"n Publish 57, a number of new additions were made to the champion spawns on all facets. While working the spawn, players have a chance of receiving a random Scroll of Transcendence (SoT).

This cursed scroll will allow you to instantly train your character in the skill and by the number of points indicated on the scroll provided you have the room for it. All skills (including non-Powerscroll skills such as begging and remove trap) are available. The skill on the Scroll of Transcendence is randomly selected. The number of points per scroll range from 0.1 to 0.5 in Trammel rulesets, and from 0.6 to 1.0 in Felucca. There is no timer on using these scrolls.
As Meraktus isn’t a standard champion spawn (no altar), there are no scrolls from working that spawn.
In Felucca, players have a chance of receiving either the 105 Powerscrolls or the Scrolls of Transcendence. The Virtue of Protection applies on Scrolls of Transcendence in Felucca only.

SoT can be put in scroll binders just like the low level power scrolls.

Just a reminder that scroll binders will stop on either 2.0 and 5.0.
So if you bind five 1.0s then it will automatically stop at 2.0. So to get a 5.0 one you have to make sure you don´t end up on 2.0.

There's also the 3.0 Transcendence scrolls that drop as Navrey rewards. You can scrollbind a 2.0 and a 3.0 together to make a 5.0, or start with any smaller one, scroll-bind it, then add the 2.0 or 3.0, and keep going to 5.0.

for a time you cold get 5.0 scrolls from doing the bridge maze treasure box thingy in the underworld/abyss
i do believe they have since killed that reward off of it because it was too easy to farm.

that is where i got the couple that i have at least.
