You can find them in the small camp located north of where the Castle used to be before the events of The Awakening.
Easier place to get to for Juggernauts is via Honor gate, Ilsh. Go to Honor, head north up the wall a little way and enter the 'central area' dungeon, it brings you directly to the gargoyle mining camp (just east of where you enter). All the exodus, juggernauts, betrayers etc spawn here. So for those doing collector or spellweaving quests this is the best area.
