[Treasure Hunting] Where are all of the alacrity scrolls at?

I've done over 25 maps of all different levels without the first blue scroll, what is up? Anyone else having this bit of bad luck, or is there a change that I missed?

For me it comes and goes. Sometimes I get three in a row, sometimes i go many many chests without seeing one...
