When are Faction Ranks updated ?

I thought Faction Rank was updated early morning & late evening, but I gave a new character enough points for Rank 10 at about 3pm local server time & it's 7am the next day & still no update.....

Can anyone confirm when Faction Ranks get updated?? Am I perhaps bugged?

On Oceania it happens in the morning sometime, around 9-10am I think.
