What's up with Lakeshire?

I really don't get out that way very often, so I only just noticed how Lakeshire (home of the Meer) is now no longer a ruined town. When did this happen? Was there some event and/or quest that I missed?

Was done as part of the KR launch.. same time when New Haven came into being. They never seem to have finished it, though...
