This year, from spring until late summer, there was an "event", so to speak, that worked similar to the community collections (which were also added while you were gone).
Essentially, these were designed to get people to get rid of a lot of accumulated junk, but also allowed a fair amount of farming of items that still spawned.
While it was active, you could take certain types of items to certain (now gone) NPCs, drop the item on them, and get a "spring cleaning ticket" worth a number of points (from 10, up to 25,000 for some event items).
In turn, you could go to a chest that is located in the entrance guardhouse of Lord British's castle, and click on the chest to bring up a donation gump like those in the Library collection, across the street. You would then use that gump to donate the tickets, which added up per character. The chest is still there, for people with tickets or points remaining.
Once you accumulated a certain amount of points, you could claim items of that value. For example, some of the minor items were snake skin boots (with 2% poison resist), Nocturne Earrings (permanent nightsight while worn), and some deco clothing. High end items were sorceror armor pieces (set is 70% resists and 100% LRC, but cost 100k points per piece, and the full 6-piece set needed for the bonus), 150 luck jewelry (that became 200 luck each if both worn together), etc.
The 120 Powerscrolls that were the rewards for a number of BODs were worth 3,500 points each, with the 105, 110 & 115 scrolls worth lesser amounts. These BODs were actually worth filling for the points, to an extent, during the events, as most people haven't bothered with even 120 PS BODs in years, unless they actually needed one for a new crafter (Tailor 120s had dropped to less than 50k - if you could find a buyer, from being so easy to get; Smith 120s still were worth 100-200k). On the other hand, with most people selling point tickets charging 60-100 per point, filling a large for a 120 BOD became fairly valuable (equivalent to 200-350k gold worth of collection points). As it was, the ability to turn in any PS meant that for about 6 months, it was impossible to find scrolls less than 120s for any skill, as even the ones spawners normally dropped on the ground were being turned in, instead.
