It's a Gargoyle Horn tile. Their "hair" so to speak. Its lke when you pull hair off a human it also turns into a tile like that.

These were a glitch and looted off something when SA first came out, tons of them out there. The words can come in several washed out colors. Sell for around 2-5 mill usually
