What purpose does this rule serve?

If the target innocent declines protection from a pursuer of Justice, then that Justice character may not request to protect any innocent again for at least 15 minutes.

It serves to frustrate and infuriate anyone wishing to ACTUALLY use it... and it serves to keep folk from spamming, spamming, and spamming the requests... thereby infuriating others who do NOT wish to be protected.

they were lazy so instead of limiting it to 15 minutes before you can offer to protect that charicter again they blaketed it to all charicters... lazy coding..

Someone should look at the code to ensure that you can't make a request of the same player for 15 minutes, but that there is no timer if you want to make a requeset of a different player. Then again, why can't some people understand that NO means NO?

I think this rule goes way way back to when champ spawns were first introduced. I don't know if you guys recall, but I remember masses of people (50, 75, 100+?) at spawns in Destard, Deceit and elsewhere. I remember, when Rikktor was about to pop, dozens of people would be hiding/invis'd around the altar, to get in some damage when he came up. I also seem to recall that, back then, if you died in the spawn area you couldn't re-enter the dungeon for some period of time (or maybe until the boss died).

So, as you can imagine, with 6 power scrolls dropping among 50+ people the odds weren't good; and there were people running around offering justice over and over again to every single player there. It was annoying as hell, not surprisingly quite a lot of player complaints, and I think it was put in to limit this practice.

Blocking a players screen with a gump right as a red comes in and attacks is well a well timed move! Though malicious one!
