If I remember correctly, it was a promo more in Japan than here for the additional papderdoll graphics in the KR client.
As of now, if you play the KR client, you can access these and more new paperdoll graphics via a Body Sculpter NPC found in many Alchemist shops in the game.

The 7th character slot will add a 7th character to your exsisting UO account. It can be purchased at http://www.uogamecodes.com

KR comes with 10 new character faces... the 10 new role-playing faces was a bonus they gave if you bought the 7th character slot/increased storage package upgrade. It does work in KR only, but had nothing to do with a Japanese promotion that I know of...
