I would dispute this part .... (No not you saying it, but the assertion in the rules)...
You have a base chance of getting a Minor artifact/Dye/Blackrock (blackrock is a bug as it was part of ToT II but shouldn't be in ToT III)
The chance is modified by your Luck score and the Fame level of the creature you kill.
Each creature you kill adds a certain percentage to your base chance on the next kill you make (cumulative).
When you get a Minor drop, the base chance resets and you start over.
You can use the Minors accordingly (except the Chest of Heirlooms*) and/or turn them in to an NPC in Zento for a choice of a set of Major artifacts (10 Minors = 1 Major)
*Chest of Heirlooms cannot be turned in if it is unlocked and opened (items inside tend to be lower level, so unless you have a specific need for low level items and the chest as a chest, best to not worry about opening it).

I agree, I started at the Mines and killed a ... crap load of stuff and didn't get anything. I walked around the island letting the Greater Kill anything it wanted to. I think I got a Pale Blue dye from the Revnant Lions/Skeleton types....
Yeah, the theory and practice may be a bit off overall (thus the second statement in my "superstitions" thread).
I have to say that the Yomotsu mines have been treating me pretty well tonight, no, I'm not getting a drop every 5 minutes, but the drops are happening and I have my location well under control (not to mention sending a LOT of gold to the bank which will fund other purchases).
Best ToT advice I can give is to find a spot that is comfortable for your character and stick with it.
I'd be careful about drawing any conclusions based on small sample sizes like the one you list. I left and went back to the Tsuki Wolves and had 2 maybe 3 Drops and about 50K Gold, by killing around 50 Wolves.
If the UO Team really thinks that is the way the script should be working then they may want to do a review of it .......
I too would recommend sticking with works best for you. Don't get discouraged or think your tactic is not working. It takes time to get drops. Make this event fun for yourself. You may even want to try new areas every so often just for the kicks.I'd recommend to go to a place where your special character template is doing well. There you will get the best results.
You will be given a menu screen where you can choose the greater you want.By the way, when you turn in 10 minor artifacts, will you receive a random reward, or can you choose?
