Whammy...mana leech dependent on SS skill level?

Does the amount of mana leeched back via wraith form dependent on the player's SpiritSpeak level? If not, would it be better to imbue Stamina leech over Mana leech on a weapon for a Whammy char?

mana leeched back is dependant upon SS

it's only good to have mana leech on the weapon (if you can fit it), because with the wraith if your enemy is out of mana you leech nothing...
