Weird Valorite Charge shield

Anyone know where or how this was made. Got the old school spell charges but its also valorite.

I wouldnt think its an old enhanced because it didnt gain the 50% durability from valorite.

Valorite hasn't always given 50% durability. I have this really old valorite enhanced shield
