Weird armor spawn

Any ideas why female armor pieces spawn on the ground around Tokuno?
Nothing special about it, basic NPC bought resists on them.
Respawn of armor is ridiculously fast in the same area if you pick it up.
Usually found in areas with a lot of black pearl on the ground as well.

Maybe they got hot and wanted to take a swim the water does look lovely. Or the Kappas wanted to strip the person before they do what they like to do.

LOL ! I will never look at Kappas the same way again. I'm so glad I kill them at a distance and send my Cu in to do the dirty work.
