Weapon engraving tool

Hello,

I've got some questions about the weapon engraving tool.
The weapon engraving tool (8th year reward) originally has 10 charges. I read that the tool can be recharged using a "rare gem". Is this really possible? Has somebody already done this? Is the gem called "rare gem"? And where can it be obtained?
Can somebody give me some feedback on this issue?

Apparently, it's a blue diamond, one of the mining ML gems, which is needed.

The "rare gem" is the Blue Diamond, one of the special Mondain's Legacy mining resources - any GM miner can get it when mining.
Note that you also need a character with GM Tinkering on the 8 year account to recharge the engraving tool; otherwise you'll need to pay an NPC tinker 100k for the recharge.
