we cannot send offline invites anymore for a roomie?

i tried to send an invite to another sim from my account.
the invite roomie button is not available anymore. is this a bug?

There is a delay in sims moving out of properties caused by moves/merges going on in the city. If the sim you are trying to invite, recently moved out of another property, or you booted someone to make room for a new roomie, the invite feature may not be available yet.

I had a problem occur in TC3 once and had to wait until the next day to invite a roomie.
