it's not actually fishable. you do not make gains or catch any fish with it.

Lol, you can cast a fishing pole in the tile but you do not catch any fish or make any gains with it. Does that clear things up?

Awhile back they made these essentially a curiosity more than a useful item. You no longer can not take the tile out of the bag, you can fish but no fishing skill gains. They are no longer bannable in-game.
