Water Palace Entrance?

I found some old runebooks at a recent IDOC house.

When going through some of the runes I came across one named "Water Palace Entrance" which took me to the spot in the picture below.

Does anyone know what its for or the history behind it?

If memory serves.... there is one of those west of reaper valley on LS... Used to be a great place to take a noobie and dump him off! Not that I would have partaken in anything that evil..
