With regard to placement restrictions, I believe the last publish or the one before that severely limited trial accounts (both the 14-day which you can get through use of the KR client download or the 15-day code you get from the uo registration website). This was done after much suggestions by the uo player base in order to curtail and cut down on exploits and scripters of the game. There are no work arounds for these types of trial accounts.
Now for the bad news, I had a similar situation approximately 2-3 months ago (maybe more). I used a new account code from my 9th Anniversary box. I purchased the box several years ago. I wanted to place a house on another shard from the one I normally play. I had no problems using the code.
Everything went smoothly until on the 16th day when I went to place a house I couldn't. After posting here, and emailing CS, I was told that they have some kind of formula the game engine uses before allowing house placement. I never understood how it worked and rather than pressing the issue, I decided to just wait it out instead. Even then, I still could not place a house. My GM did it for me. So I don't really know if house placement is or isn't working as it should at this point in time.
Personally, I think there is a bug affecting new account house placement as I was not able to actually place my house until a few days after my new account turned a month old (at that point it was approx. a month and 3 days old or something odd like that).
When my GM found out about my dilemma, He placed a house for me in the spot I wanted, and then transferred it to me, no problem. Although Ive reported this incident as a bug, I haven't heard anything ever since so I'm not sure if it were "fixed" or not.
