Last night, I logged in and had Valor, Honor, and Compassion at Knight Level. When I logged in today, Honor and Compassion had fallen a dot to the Follower level. I saw the "The moons align" message both days.

Confirmed... it's not just virtues... it's town loyalty too. 
Ditto for Napa...lost venerated and now back to adored despite logging in multiple times a day on that character.Confirmed... it's not just virtues... it's town loyalty too.
