When stealing the sigils, does it matter which of the two priests you turn the sigil in to?

I don't get the whole "win" deal! I just went and did a town, only myself and what showed as another guild there. The board never showed they claimed even 1 alter, never stole or returned 1 sigil, never killed 1 opponent. I claimed alters several times, stole and returned 2 sigils. All this during 20 mins and they still won the town? WTF?!?
