You may have to quit another quest like the solen one if you are on it. Singleclick your toon and go to quests option

You have to loot the bone daemon, but the skull appears in your backpack when you do so. I think it might actually be the only instance of this behavior.
So, anyway, check your pack - you'll find it there.

good old uo. i turned in a 15 except shadow bod for fort powder yesterday. has a 90 pct chance. i got the 10 pct plus 5 mining gloves. miner can't use those, hes a gargoyle.
i feel your pain.
to your situation.
make sure ur free of other quests.
click victoria and click ask me about chyloth.
drop the 1000 bones on her
kill the bone daemon.
click bone daemon and skull goes in ur pack.
if u die down there and leave dungeon to rez ur screwed
and will not get the skull after u return and kill it.
is good if u have gift of life cast on urself or have a guildie come
down and rez u to avoid that un pleasant scenario.

What shard are you on?
I have Gold skulls on Napa and Atlantic and perhaps Cats.
If you are any of those shards I'd be happy to give you the skull so you can experience doom
