champ/boss spawner - Item that spawns a champ/boss ,maybe 1 charge a week? maybe only in dungons?maybe works like totem of chromatic fortune where boss couldnt be dragged from totem. like spawn a lord oaks in tram shame..... or a minax , travesty , turtle thingy ,harry , light deamon (haha joking know we wont get that)

imo definitely need a way to allow players to spawn some tough critters on occasion but not sure I would make it a vet reward deal. Would stick it on the UO Store.. make folks have to pay rl cash for it. Would hopefully limit the griefing some. But doubt we will ever see it.. too many still upset over the Harbinger deal.

We shouldnt be encouraging pay to win microtransactions in a subscription game, especially as all the cash will do is line EA's pockets

Something akin to this was mentioned during the anniversary. Kyronix mentioned the idea of player-generated content, including the limited ability to have mobs spawn independent of PEC involvement. There was NO timeframe on when something like this might see the light of day, however.

Until then, I encourage people to submit events for their shard to the PEC. Anyone, not just governors, can request help. Such help can include temporary gates, oracle npcs, deco and spawns of nasties (though there are some restrictions).
