This is located next to Sydney the Guard Captain and the chest at the Docks. Yesterday an Angry Rioter was in the back room of the Majestic Boat, and the door unaccessable; was unable to arrest him. I ran around Vesper for quite a while and was unable to find another Angry Rioter, and I began to think that because the one was stuck in that room, it had an affect on other's spawning; not sure how true that is though. I tried to continue on my banner quest several different times throughout the day and evening, and still no angry rioters other than the one in that room; I then finally gave up. This morning, after server up, he is gone from the room. Is this unaccessable room intentional, or a bug?
