It is live, however it only works when you are in your house or an inn.
Actually.... yes it is live, but regardless of location I also have noticed it turns on and off frequently. Whether it's while a database updates, or some other technical reason, I do not know - but even with a character in their own house, it can be working for a couple of searches and suddenly be unavailable, greyed out on the list, for a while, before it is back again as an option.
It works in any guard zone. Just tried it at Yew gate in Fel. But, as the above poster verified, it does turn off sometimes. I guess you have to use it a whole lot to notice,
