I think there are some in Cove. I gated into the bank, saw alot of red creatures and promptly went back through my gate!!

Edit: You need to kill/dismount the Vanguard Controller in order to get to the horse...

On Europa they spawn at midnight UO time. At least in Cove.

Should be the same here...
