Vampiric Embrace?

My trainee necro just hit 99 skill, which is the minimum for casting Vampiric Embrace, so I gave it a try, not expecting much. To my surprise he succeeds in casting it about 50% of the time - this is a very much higher success rate than any other mage or necro spell.

Am I just lucky, or is something whacky about the displayed skill requirement?

Necromancy spell success is calculated differently. I don't remember the formula but it's in a FoF somewhere.
