Use best weapon skill, how does it work?

For instance I am looking at the Blade of the Righteous - it says use best weapon skill, so does that mean that I, as someone with 120 archery, will be able to use this sword as though as had 120 in swords?

UBWS doesn't work for Archery, only for other Melee weapon skills. UBWS Bows used to spawn right after AoS came out, but they stopped spawning shortly after, i still have a UBWS Composite Bow in my house.
