upgrading problems?

so i have my code but when i put it in and go to the terms and conditions page, i hit accept and it sits there forever then says this page cannot be displayed? What is with this? i mean i finaly get it and i cant do anything...anyone have any infomation on this?

im hoping theres just to many on the site or its down or somthing..i dunno please help. thanks =D

i fixed it, downloaded firefox and got directly in, somthing to do with internet explorer
