Yes, they are an official site. [Especially since they advertise on uo.com and the herald/etc. mentions them.]
They ask for your account info because they limit the amount of code purchases in a 2 week (?) period. So you just can't buy 800 legacy codes/etc.
If you have multiple accounts, that's to your advantage if you're looking to purchase a lot of codes.
