First of all, I like the term "enhanced dragons." Anyone else feel like adopting it as the semi-official name for the Paragon-esque dragons that are coming?
Now on to the main purpose of the post. If the "Enhanced Dragons" make their way into the production shards, there should be some kind of accompanying official fiction.
An explanation would be good. ("Years of fighting with humans and elves have been breeding a new type of dragon, be on the look out!" "Dragon scholars tell us that every thousand years or so this just happens for no particular reason; annoying and deadly but no cause for alarm unless of course you like to hunt dragons!")
A specific lack of explanation would also be good. ("The Crown has heard reports of _____. We don't know why this is happening. Some dragon scholars say ____, others say ___, others say they have no idea and anyone who pretends to have an idea is lying. It can't be good though, so keep an eye out.") (This approach has the advantage of letting role-players fill in the gaps.)
Whatever approach you decide to take, the era of major changes without fictional explanation (Doom, Virtue Artifacts, Paragons, the list goes ever on and on) really should be over.
