For some reason, I'm not getting any messages about the beacon in New Magincia. Either in Trammel or Felucca. Everywhere else seems fine, but there, I get nothing.

That's odd. Should work the same way in all invaded cities. If you can submit more details via a bug report, particularly where you were when the beacon changed state and where you didn't get the message...although that might be hard to tell if you don't get a message to begin with...if you do that we can look into it.
