Definately need more information on that Bane Property.

Does it work in PvM? PvP? What kind of weapons? Is it capped?

Seems way OP for dexxers.

Bane will damage the target with 30% of the targets max hit points in physical damage.

So, if a monster has like 65k HP, doesn't that mean it would do over 19k damage? Or on a 140 HP player, that would be ~ 42 damage?

Yes, Yes, You are going to have to do the quest to find out, and currently capped at 900 damage which is subject to change.
