Underground to Ter Mur city?

Maybe the top of the flour mill has been obvious to others, but I just noticed this by the soulforge. Is there an underground or what is the Ter Mur city over?

maybe part of an underground city but most likely not. athough there r supposed to be places we haven't found yet,but only thing i've found is a teleporter that dosen't do anything
