2007 with New Haven and Kingdom Reborn (and maybe in 2006 with Mondain's release - not sure).
You get 90 points (30/30/30) in 3 skills for standard templates, 100 for custom (divided between 2-3 skills) in 2D
In SA (and before that, KR), you get 120 points, either 30 each in 4 skills for standard templates, or 120 divided between 3-4 skills if custom.
