I was going around Balhae shard recently and I noticed this rather puzzling phenomena.

Coming out of the Trinsic gate headed for Brit I noticed that along the way there was a vacant plot about 18x18 or less,and a small marble home.

Crossing the bridgeway headed for the road a small shed to right near the wall of the city is to be seen.

Goning up north to Brit before the Hedgemage where the Solen Warrior's dwell one can see a house owned by a certain HoHo east of the Hedgemage right before the river canal.

Now what is so weird about all this?
The same structures can be found on both Trammel and Fellucca facets?
The Fel house however does not have the same signpost.

If this isn't a bug what is it?

Gotta admit I'm fairly confused by your post, not exactly sure what you're intimating. However, I'll take a stab at it.

Sometimes the housing cache will display houses that aren't really there but are in memory from a visit to the other facet, or even another shard. You can turn your cache option down to 0 to test this or a client reboot will reset it usually.

Or maybe someone just really likes the design they've come up with and the location?
