Turn In Reward missing from Turn in on Lake Austin!!!

So i decided to collect all the fancy shirts from the turn in. There is suppose to be 10. however on lake Austin the turn in only has 9. I looked over the list and noticed that Minax Are #1 is missing. Are any other shards missing this shirt as a reward in the turn in?

Yep chesapeake and I know many others are. someone posted about it a few days ago. The devs never said anything so who knows what happened to it.
