Trouble placing a ladder

I am trying to place a ladder against a wall of bookshelves so that it looks like a library ladder. This is an idea which I shamelessly borrowed from these forums.

Unfortunately, the game will not let me place the ladder anywhere within my house.

Have the rules for ladder placement changed, or am I doing something wrong?

Are you using the "ladder option"? or the "castle ladder"? Is there a solid floor above?

Either way, I think you will need to place it where there is no roof overhead. I have done a similar design, but it is a three-story tall open room so the ladder was easy to place.
