You can only get the Treasures of Tokuno items (other than dyes) off NPC vendors. That was a limited time event that had a couple reprises, but not in the last 10 years.
If you have 10 minors stored you can still turn them in, as well.
A friend left me literally hundreds of ToT minors and major when he left, and if you are on Lake Austin I can hook you up with one fairly cheaply. Otherwise, you're at the mercy of the market on your shard.
