Transfering servers with Rune Library (still work)

Will the rune books still work on another server after transfer or are they exclusive to the shard they were created on?

When i transfer to TC most of my runes work, If their is something on new server blocking the location then no.

Rune books still work after Xfer unless like Storm said something on the new shard is blocking that location.
