Transfer to Origin

I am unable to transfer a character to Origin shard, is there a problem?

Also along those lines my ping to Origin has been terrible since the last patch while no other shard seems to be effected. Basically as a West Coast player the shard pings at or worse then the East Coast shards while the other PST shards seem to be fine (My ping to the East Coast shards was a large part of why I chose to transfer).

We also noticed that transfers were down and are wondering if this is all related,
