When you can make your own that are exceptional, then you will have >100 uses. Buying form NPC mostly 50ish.
I'm not really sure I see the issue with needing to target a new kit to press "make max" every 50 uses instead of every 125... from the time needed to go from 0 to 120, you might save as much as 4 or 5 minutes?

More resource efficient. Also ingots are easy to obtain and craft exceptional tools.
What is more resource efficient than what?
Exceptional tools are more resource efficient than non-exceptional.
This is not accurate.
Most shards, the value of an iron ingot is 9 gp. A sewing kit costs 3 gold to buy or 2 ingots to make. So, making an exceptional kit costs 20 gold, and has, approx. 150 uses. For that same 20 gold, you can buy 6 kits. If each purchased kit averages 40 uses, then you're getting 240 uses for 180 gold, or 150 uses for 20 gold.
Also, factor in that gold is easier to acquire than iron ingots once you factor in a time conversion (the only true resource... time can be converted to all others, but none can be converted back into time), buying kits comes out even further ahead.
