If you got those from Elbryan, then they're one of two I got at the event where the Court of Truth in Yew was being attacked by executioners and I think ogre lords. I'd have to dig through my screenshots. The manacles were all placed on the ground around the outside of the courthouse before the event. I believe there were a dozen per shard. I grabbed one when I initially went with everyone else. Then realized how crazy the spawn was and left. Went to Brit bank and a group of M^F were standing around talking about how Elbryan and Sophitia were dead and stuck in the back of the courthouse. So I just went thinking I could get inside on my own, and discovered a second manacles on the ground that no one had seen. Elbryan and Sophitia were gone so I lucked out.

Of course for hours afterward people stood around crying about how they didn't get anything... When I went back the second time and foumd the second manacles, there was pretty much no one there anymore.

I believe he bought them from Manti who in turn bought Elbryan's collection.
