Trying to get everything organized etc for rules, regulations and process for townships. Here is the information I have been able to dig up and would like to get something formal.

Recognition of townships will be as follows
one to four structures you are a Settlement
Five to ten you are a Village or Hamlet
Eleven to Twenty you are a Town
Twenty one to Thirty you are a City
Thirty one to Fifty you are a Kingdom/Empire/City-State
Settlement status changing
Growing in house numbers
Decreasing in house numbers
Size of monster invasion force
There will need to be some common theme among the structures
EM Dudley But remember. Just having a house does not qualify you as a "Settlement" The idea is to build community with this so you'd better be doing something for the community with your one house.
EM Dudley Oh If you get greifed because of the teleporter. It is harassment and you can page a GM.

There is no requirement that the banner must have the designation of settlement, town, etc. etc. on it, however should that designation be a part of the text requested on the banner it must fall within the specified guidelines previously outlined.
Future Events
Townships are being encouraged to sponsor contestants in future events
These sponsored contestants may be eligible to gain valuable non-tangible rewards.
These rewards would help you gain audience with the Queen
Rolled Parchment
Though the basics are:
It is good for one spawning session on your enemy
These orders cannot be used to grief
The spawn will not last past server up
The spawn will not be placed in the middle of an event (such as an auction, etc)
And to answer a question that was asked in email -
Mesanna is not going to destroy the banner of a town that is defeated during township fighting.
1. Scrolls are the property of the possessor. How one obtains the scrolls is of no consequence to the Crown.
2. Scrolls will only be accepted from the Township leader or their appointed ambassador to the Crown.
The nature of the dispatch orders will be made clear before long, but don't count on your crafters not being targeted simply because they are crafters...if your crafters safety is a concern perhaps you would want to ensure their safety by posting a guard or look for future dispatch orders that enable the user to call upon defending npcs.
Town Event Books
A book can be locked down on your banner for upcoming events
These will be locked down two times per month, on the 1st and 15th
Place any books, including red leaves into mailbox
My Questions
Was said awhile ago you can choose between Queen Dawn, Empress and Ter Mur Queen. Has this been taken out?
Along those lines it was the hope of some that "evil" towns would pop up. However their is not one single thing geared towards them. So should everyone just declare loyalty to Queen Dawn and call it a day?
As far as community work, I am asking for clarification. Are you speaking of working on your own towns community or the shard community? I believe it was the second workshop that said something about doing events.
If an EM event pops up on the same exact day and time as your event and you cancel yours to promote the EM event, then does that still count as you doing a event?
Summit meetings I am sure everyone knows how I feel about those. I hate meetings and find all meetings boring, so its nothing against you. Just provide me a pillow hehe. Anyways they are always on Wednesday at 8:30pm ET. Some town leaders cannot make this time and I do not think they should be penalized. However is their a real reason to attend these meetings? (Side note I am just so grateful those that represent our towns love the summit lol.)
Representatives is another thing. I have seen a few towns do this a few times. They just plop some random person who isn't even in the town government or from that town and say "I represent ....... town" I bet if you did a 5 question quiz you will find they know "Jack" about the township they just plopped their butt in. So my question is can we just throw some beggar off the streets in the seat and say.. "They represent our town."?
Sticking with the summit table stuff. Public Works Project. "some progress on the Public Works Project, but shall continue visiting around the realm requesting input and ideas. He asked of the table for cooperation in this endeavor."
As it stands right now. Kijustsu Anei Village, Kijustsu Anei Keys, Moria Village, Guardians Gate, Silvervale, Colt, Cimmerian Pass, Templar Village nor Zedland have been contacted to work on this "Community project" So my question is once the proposal is made is that when everyone will work on the details? Or is the proposal made then voted on?
My opinion on the "Community Project" is I believe it to be a wonderful idea. I hope every town can have a dock, road signs, guard tower, monuments etc. Which I am assuming is the point of the Public works. I just hope the community gets to actually get in on the project discussions.
