Town Defenders? (Skara Brae Invasion)

I went to Skara to stir things up with my Mage (bane aligned) and when I came out of the gate I saw one of the recruits saying that I should defeat the town defenders. Alright I will...but where are they? Are they just any blue npc that just happens to walk outside of the guard zone? I am at a loss about these town defenders.

In Skara Brae, the "Defense" is on the mainland by the docks and huts.

I'm not sure where the defense would be in other towns.

In Cove they are outside the city gate.

Pretty far out too, at least some of them.

This is, I would suggest, a weakness of the current invasion. I should like to see the defenders doing their jobs more.

There are NPC's named "Town Guard" flagged blue. I don't have any screenies.
I've seen them in Skara, Baja, Tram. My favorite part is watching healers attack reds. I think their the healers waiting for an escort. Not the town healers.
