Can you please confirm that it was correctly reported that the only way on Baja to get a banner for a township is to participate in the EM-run events? In other words, if a group does not wish to participate in such events, they are basically going to be treated as second-class citizens who don't deserve to have their towns recognized?

Town Banners

1) There is no PRT recognition system on Baja. However, individual player houses or townships may be "rewarded" for their actions in an event. Every time you register your house/town for an event, you are agreeing to turning it into a hot spot. For example, war against Casca and Gargoyle vs. Humans.
2) Generally speaking, every reward you get from event moderator program on Baja requires you to participate in the events and plot lines created by myself or EM Crysania.
We firmly believe that this is the best way forward and have no plans to replicate the PRT system of some of the other shards.

Tina, let me try and clarify things for you little bit.
1) There are no universal guidelines for PRT.
2) It is very much an EM thing on all shards. On no shard you can get PRT recognition if you want nothing to do with EM program. For instance, on some of the shards if you agree to become a PRT, your town can be targeted by the EM.
3) Baja pretty much has the same concept and the idea in itself germinated from here. However, the only difference is that it is driven by a plot. If you are going to vilify us for that then I guess we have to agree to disagree.
Final note, I am breaking my own guidelines by responding to this because I do not believe either of the previous two posts were written in good faith or a constructive manner. If you folks want us to keep responding on here, I would suggest leaving whatever quarrels you might have otherwise at the door. We do not have the time or energy to get into forum fits.
Added later: This post was a response to two others which seem to have disappeared now. So, if it does not make sense then that is why.

Nothing should just be "handed out" and personally, I don't think there needs to be "town banners" to represent our towns on baja. You were a town before having a banner, you'd be the same town if you got one...

I think Seppo has done an awesome job with this because he's invited the players into the story he and Pallando (and now Crysania) have weaved for us and even let us guide where the story goes. If you don't partake in it, why should you get something? its like saying "i wasnt at the event the other day but i heard rewards were passed out...can i have one?"
One thing to really consider is that anyone could then say "oh this is my town here" and just be lying so they can get a pretty banner
