Like IN town limits? None of the spawn areas are in towns....
Unsure of what the question is.
Any creature that spawns within the totems radius (Unsure of what that is) has a chance to be affected by the totem and spawn as a rare hue.
All of the spawn locations for all of the listed creatures are not in towns.
There are other creatures not listed that the totem will work on, such as the rabbits from the past event, where the Developers specifically stated that the totem would work on those.
I have used the totem in the Covetous location and one in Hythloth ( Which was a waste) And in Ki-Rin Passage. The spawn time in Ki-Rin pass is very slow so the totem isn't as effective there.

For some reason I remember when the colored bunnies spawned that the totem could only be used in certain areas. I used mine right outside the bridge to Umbra because it was city limits and thought I had to keep the totem within it. Nice to know I don't.
I wish it stayed in out packs and stopped when we logged out. We are old with health issues sitting for 20 straight minutes can literally hurt
