Total ammount of skill points?

I have 700 SP right now on my thief. My question is I am raising all of my main skills Steal Stealth Hide Snoop Magery and Ninja. They are all low 70's and when I was trying to raise Stealth last night I got it from 70.1 I got it to 72.1 or something then it stopped gaining. I though with ROT you will get a gain every 5 min or so. Am I at the skill cap? How can I make this go higher? I didn't get a gain in like 2 hours. Thanks...

Without scrolls to alter the skill cap, each skill has a hard 100 (GM) cap, with 700 as the character total cap.

Now - for example - if you "eat" a +10 Stealing scroll, your Stealing cap is 110 (Elder) versus GM. However the total of ALL skills cannot exceed the 700 cap, so something would need to lose 10 points to allow Stealing to get 110.

For each year (up to 4 years) you get +5 to the skill cap ... making for an allowed 720 total of all skills after 4 years.

So how do i get my non main skills to lower and raise my main ones?
