This will come a few years too late,
uncheck 'enable desktop composition' and the mouse in the UO client won't flash when moving.
I've not found a solution to this for windows 8 onwards.

you talking about when the whole screen seems to flash white around the edges kinda like a screenshot was taken? I am getting that on windows 10...
