Crafting tinkering anomoly with talisman

I was doing tinkering (on Siege) making a few arcane rune stones. My tink is 100 and magery 90
so my odds to make are listed at 70%. I equip a Tailsman with 23 tink bonus and 20 exceptional tink bonus.
it now says 100% chance to make (should be 93 i would guess) and when i start to make them i "miss" on a few.
So bottom line 100 is wrong and misleading

I have confirmed this issue and submitted a problem report into the system.

The gump simply appears to be providing erroneous information. I was able to see the "100%" success rate using as low as a +17% tinkering bonus talisman.
