(Question) Tinker/Lock pick vendor

Hello, I have come back to UO after a 16 year hiatus as a EJ character. I would like to train lockpicking, but since I am EJ I am not allowed to use the public lock picking boxes at the Goodman Rune Library. Does anyone know of any vendors on the shard that I could by boxes from?

Also, does anyone know of any scribe vendors that I could buy a full spellbook from?
